Experience of the Parliamentary Center

​

The Parliamentary Center "Integrated Security of the Fatherland" is a non-profit partnership that carries out its activities and types of work in accordance with the Charter. Interacts with the Council under the President of the Russian Federation on the improvement of legislation and law enforcement practice of the Council under the President of the Russian Federation for interethnic relations. The Parliamentary Center, together with partners, provides assistance for development in a number of areas and types of services:

1. Energy saving, energy supply, operation of energy complexes, including drilling rigs, boiler equipment, instrumentation sites, production automation systems.

2. Construction of roads, ports, airports, buildings and structures of any complexity, oil and gas pipelines.

3. We provide assistance in the creation of new industries.

4. New types of energy sources: we will install solar panels of any capacity, wind and water generators. The production is working.

5. We create Cossack cadet corps, family orphanages, build churches, provide support to orphanages, large families.

6. For interested banking structures, highly qualified specialists will provide services for asset management and repayment of enterprises' debt obligations to banks.

7. We invest in high-tech production. We attract investments.

8. Providing assistance in obtaining the first and second higher education in such institutions as the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, the International Institute of Public Administration and Management, the Moscow Academy of State and Municipal Administration, the Moscow Finance Academy under the Government of the Russian Federation, NOU HPE "Institute of National and Regional Relations", NOU HPE "Modern Technical Institute", ANO HPE "Eurasian Open Institute", Moscow State University of Economics, Statistics and Informatics (MESI), NOU HPE "Institute of Regional Studies and Law", Financial Academy under the Government RF, NOU VPO "International Institute of Business Training", GOU VPO State Academy of Slavic Culture, International Institute for Advanced Studies and Retraining of Personnel, etc.

9. Provision of legal services in the settlement of disputes between organizations and enterprises on the territory of the Russian Federation and abroad. Cooperation agreements have been concluded with lawyers and notaries.

10. We carry out work to develop volunteering in the Russian Federation, charity, patriotic and moral education of young people.

11. Coordination and decision of all examinations for Rosprirodnadzor and Rostekhnadzor.

12. Pursuant to the order of the President of the Russian Federation of 08/10/2011 No. Pr-2302 and the instructions of the RF Government Office of 05.10.2011 No. 119-41208, aimed at increasing the turnaround time of roads with improved coatings to 12 years, the Parliamentary Center “Complex Safety of the Fatherland", Uniting more than 100 scientists and 8 innovation and engineering centers, offers a proven innovative technology for the preparation of a polymer-bitumen binder (PBB) with a given set of characteristics, which allows for 3-4 million rubles to upgrade any ABZ for the production of PBB with minimal costs due to the use of existing equipment and a significant reduction (5-10 times) of specific energy consumption. At the same time, the cost of polymer asphalt concrete in comparison with traditional asphalt concrete increases by only 10%, and not by 30%, as when using foreign equipment for the production of PMB. The proposed scheme for the modernization of the ABZ was implemented in 2010 at the Road Construction Trust No. 2, Gomel, Republic of Belarus. The tests carried out have confirmed the effectiveness of the technology for

modification of bituminous binder with the most widely used styrene-butadiene-styrene copolymers in the world. In Gomel, a copolymer of the Kraton trademark is mainly used. The results of laboratory studies of the properties of the obtained PMB showed full compliance with the requirements of the standard of the Republic of Belarus (STB 1220-2009). Monitoring of road sections completed over the past three years with the use of polymer asphalt concrete DST No. 2 showed their excellent quality and the absence of the need for repair work.

13. The Center has established a public expert council for integrated and technogenic safety, which includes over 100 doctors of science and experts from various industries (Roscosmos, the defense industry complex, the Academy of Sciences, Education, the Ministry of Emergencies and others). The Parliamentary Center provides advisory assistance in obtaining material in the field of expertise in the form of answers and clarifications to the questions asked. Consultations are issued in the form of a specialist's opinion, with his personal signature. According to the Decree of the Government of the Russian Federation of May 16, 2012, No. 291 "On licensing medical activities (except for activities performed by medical organizations and other organizations that are part of the private health care system, on the territory of the Skolkovo innovation center), civil cases, is not included in the List of works (services) that constitute medical activity, which are subject to licensing.

14. In May 2015, the Parliamentary Center, together with partners: the Regional Public Organization "Donbass Community", the Russian State Museum "Reserve Borodinskoye Pole", the Autonomous Non-Commercial Organization of Patriotic Education of Youth "The Generation of Winners" organized a targeted delivery of food products, medicines, medical products. appointments and other residents of the Donetsk Territory, as well as in the Donetsk Clinical Territorial Medical Association of the Ministry of Health of the DPR.

15. It is planned to install a monument to Sergius-Radonezh in Crimea, Donetsk, Stakhanov, Bashkiria and in other regions of Russia and the CIS countries, in order to improve and strengthen interethnic and interfaith relations, develop culture and spirituality.

16. The Parliamentary Center quarterly, in the amount of 10,000 copies, publishes the information and analytical JOURNAL "COMPLEX SAFETY OF THE FATHERLAND". Produced since 2012 (Certificate PI No. FS 77-4651 dated 04.08.2011). It is distributed free of charge to the Administration of the President of the Russian Federation, the Council of Federation of the Federal Assembly of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, the Public Chamber of the Russian Federation, to the Ministries and departments of the Russian Federation, to the Heads of 85 regions of the Russian Federation (administration of regions, state structures), as well as to public organizations, enterprises, etc.

17. The Parliamentary Center develops innovative methods of using IT technologies used in the social sphere of providing services to socially unprotected people.

18. At the initiative of the Parliamentary Center "Integrated Security of the Fatherland" and the Commonwealth of Parliamentarians of Eurasian countries, supported by the deputies of the State Duma of the Federal Assembly of the Russian Federation, with the participation of official representatives of the countries of Eurasia and other continents, on December 8, 2016 at the Diplomatic Academy of the Ministry of Foreign Affairs
