The organizers of the Forum were the Parliamentary Center "Integrated Security of the Fatherland", the Vladivostok State University of Economics and Service, consulates represented in the Primorsky Territory, the Association "Business Club" Avangard "and others.

At the opening of the session, Chairman of the Board of the Parliamentary Center Sergey Kharkov noted that the current forum of public diplomacy is the third in a row (the first was held in Moscow in December 2016 at the Diplomatic Academy of the Russian Foreign Ministry). In 2019, Vladivostok was chosen as the venue for it as a center for international cooperation in the Russian Far East, located at the crossroads of interests of the countries participating in the EAEU, APEC, BRICS organizations, which will give an additional impetus to the development of the Far Eastern Federal District, international friendly relations and effective interaction among the Forum participants in social -economic sphere, various industries and high technology production.

It was decided to hold an annual "International Forum of People's Diplomacy" in Vladivostok with the possibility of expanding the topics of the Forum and its participants.

Representatives of more than 23 countries took part in the Forum (Consuls General, Consuls, Honorary Consuls, financial and industrial groups, commercial, public organizations, scientific, educational, cultural and sports organizations of the APR countries).

The plenary session was opened with a welcoming speech by the Governor of the Primorsky Territory, a message from the Ministry of Foreign Affairs of the Russian Federation, the Federation Council of the Federal Assembly of the Russian Federation, the Ministry of Foreign Affairs of the Republic of South Ossetia, etc.

Also, the forum participants were greeted by the Chairman of the Vladivostok Duma Andrey Brik: “The task of public diplomacy is to expand the circle of friends in different countries of the world through interaction between public organizations, development of twinning relations, cultural and business cooperation. Vladivostok has many years of successful experience in developing such ties. Sister cities link Vladivostok with fifteen cities from China, Japan, North Korea, Republic of Korea, USA, Ecuador, Malaysia. The first agreement on twinning relations was concluded with the Japanese city of Niigata back in February 1991, and in November 2018, an agreement was concluded with the South Korean city of Pohang, which became the fifteenth twin city of Vladivostok. In addition, nine agreements on friendship and cooperation between Vladivostok and cities from the APR countries have been concluded. "

During the forum, the participants made reports and proposals, discussed ways to enhance public diplomacy, in the development of international and socio-economic relations, as well as the creation of an effective mechanism for interaction between Far Eastern enterprises and public organizations with business and public circles of the states of the region. We supported the proposal to hold the "International Forum of People's Diplomacy" on a regular basis, which will contribute to the development of economic, cultural and humanitarian ties between interested participants in the Asia-Pacific region, to improve international, interethnic and interfaith relations.

On May 24, within the framework of the Forum, the "Smart City" conference was held in the building of the Administration of Vladivostok (Okeansky Prospekt st., 20). The conference was organized by the Vladivostok City Administration, the Working Group of the Vladivostok Duma on the formation of an information community and the development of the digital economy on the territory of the city of Vladivostok, the Parliamentary Center "Integrated Security of the Fatherland", VSUES, the Committee on Digital Economy of the Chamber of Commerce and Industry of the Primorsky Territory.

The following issues were discussed at the conference:

1. Creation of a digital control system for transport, energy and communications.

2. Creation of a system "smart city" - "smart home" - "solar roof" to save electricity and heat.

3. Creation of a blockchain system of medical tourism for Russia - Korea.

The Forum participants were given the opportunity to present their products at the exhibition.

As a result of the work of the International Forum of People's Diplomacy, important international agreements and long-term contracts were concluded, in which the interests of a number of APR countries and the Russian Federation were laid down. The main ones that deserve attention were the agreements between Russia and China on the promotion of global projects to ensure environmental safety (processing of ash and slag waste and solid waste), the development of agriculture (construction of seafood nurseries, production and extraction of seafood), industry (high-tech production, energy), as well as other important projects.
